It also may have been a coordinated effort. The city puts their best offer on the table, allowing them to save political face. Haslam puts out a detailed statement as to why the lakefront would not work.
And you know the lawyers for both sides have worked out a deal regarding the "Modell Law".

That would be my preference as well, though I must admit the proximity to the airport could make gameday rather noisy. It'll be interesting to see if the field is grass or plastic.

The little video they included in that letter was well done. I live 3 hours from the stadium anyhow, so moving it to another location 3 hours away doesn't bother me. The older I get, the more I like the idea of a dome. Pricing at the live event is so expensive anyhow it really is hard to compete with my couch, so making it as comfortable as possible seems like it would be in their best interest.

The Modell Law was never going to be fought by the city of Cleveland. Political volleys between Cleveland and the Browns/ Brook Park. Especially with Cleveland/ Brook Park still in litigation about the 55 houses in Brook Park not bought by Cleveland during the failed airport/runway expansion back in 2001. A lawsuit would only open the public to information both sides would like to keep hidden.
Six-month notice: If an owner decides to relocate, they must provide at least six months’ advance notice to the city or political subdivision, as well as to any individual or group of individuals who reside in the area.
A political subdivision is a unit of government created by and under the authority of a higher level of government. It is a separate legal entity with specific governmental functions, typically established to provide services and administer policies at a local level.
Examples: Counties, cities, towns, villages, and school districts are common types of political subdivisions.
The dome residing in Cuyahoga county would likely be found as adhering to the political subdivision statute.
Cleveland city leaders can say "We tried". The Browns can say "The space and land it was built on wasn't designed for modern stadiums". In five years Cleveland leaders will have an opportunity to redevelop the stadium and parking lots into a space on the lakefront that benefits the populace of the city and region. Now if they do, that's a different discussion.
The video was great at showing potential opportunities: wrestling, concerts (Taylor Swift type specifically displayed), basketball (Big 10 conference) and others. Skating in the winter outside. An outdoor concert venue it looked like.

I doubt the law would have held up in court in this case. The clear intent of the law was to prevent the team from moving out of the area, not a few feet outside the city limits.
Of course, Dennis "The Menace" Kucinich will be all over the local TV news over this.

This goes back decades. The seems to elect people that get ‘comfortable’ not pushing the envelope. That old stadium had ‘charm’ but was outdated by the 70’s. Nick Mellifi took the Cavs to summit county because city leadership failed him. It took Dick Jacobs and MLB telling the community that we would lose the Indians if they did not do something about it. The browns had to leave for us to get the currrent built regardless if it was rushed or not, Fortunately the current owners think big, and have the big pockets, the political connections and acumen to back it up.

It's 15 minutes away. Not a huge deal.
Traffic to get in and out will be much better than the crappy location it is at now. Putting a football stadium on the lake wasn't ever smart. Baseball there makes more sense

Out of the 10 NFL stadiums that are domes, two have real grass . Arizona and Las Vegas.
Fourteen NFL stadiums have "astroturf".
And fourteen have real grass. Bermuda and Kentucky Bluegrass. Depending on the climate.
Green Bay and Philadelphia have Desso Grassmaster. Which is a blend of real grass and synthetic fibers.
Something like 93 % of the players prefer real grass because it causes fewer injuries .
I doubt that any dome in Cleveland..( I mean Brook Park ) will have real grass. But if it's economical and feasible then maybe it will.

No stadiums use astroturf. Artifical grass, yes. Astroturf is no longer used.

That complex looks pretty amazing. The video showing the possibilities of year-round use was really well done (but please install heated walkways).
If the city of Cleveland would work to imagine a use for the space beyond a park that would be visited by tens of people a year, this could be a huge win for all involved.

I don't know how much that adds to the cost, but it's safe to assume a retractable roof in this part of the country will rarely be open for football. The Colts have an open roof about twice a season, and Cleveland has worse weather than Indianapolis.

I was going to put that in quotation marks because I thought the same thing.
Maybe astroturf has become a catchall word for artificial turfs. Though it's a trademark I think.
There are several kinds of artificial turfs. The article describes what each stadium has by name and type of turf.
